Recall the 1950s in the US and the nuke shelter drills. People were trained to go into shelters when sirens sounded. Eventuallly Dorathy day and her friends by refusing to go, and getting put in prison repeatedly, put an end to this state orchestrated paranoia.

It's ironic given that it is israel that has all the chemical weapons.
